Illinois Department of Juvenile Justice Abuse Lawsuit: The Agency That Ran the Youth Centres

IDJJ is the state agency that runs the Illinois youth centres, and it is the defendant in claims arising from them.

  • Free
  • Confidential
  • No police report required
  • No conviction required

You do not need to have reported it, and nobody needs to have been charged. What a claim turns on is what the institution knew, what it should have known, and what it did, and that lives in records it still holds.

Who the claim is against

IDJJ runs the state youth centres today. Before July 2006, the same facilities were run by the Illinois Department of Corrections. Either way, abuse inside a state youth centre is a claim against the State of Illinois, and claims against the State are brought in the Illinois Court of Claims, under its own filing requirements and damages limits rather than the rules that apply to a county or a private organisation.

IDJJ currently operates six secure facilities. County detention centres are outside its jurisdiction. The Cook County Juvenile Temporary Detention Centre is a separate case: since 2008 it has been run by the Office of the Chief Judge, so a claim there can involve both Cook County and the State. That page is linked below.

The agency holds the records that these cases turn on: shift rosters, incident reports, grievance files, transfer logs and personnel records.

Questions people ask

Will my name be public?

Steps can be taken to protect your identity in the court record, and they are raised before anything is filed.

What does it cost?

Nothing up front. These claims are taken on a contingency fee, so there is no fee if there is no recovery.

What actually happens if you contact us

Nothing is set in motion by asking a question.

  1. You speak to a person

Not a form, not an intake script. You do not have to describe what happened in order to have the conversation.

  2. We look into who had a duty

Which institution was responsible, what it knew, what records exist, and whether a claim can still be brought. That work costs you nothing.

  3. You decide

We tell you plainly what is possible. If you decide not to go ahead, that is the end of it and what you told us stays confidential.

  4. If you go ahead, we carry it

Filings, deadlines, records and the institution's insurers. Steps can be taken to protect your identity in the court record.
